It's your call on either account, but sure. In order to serve Clu's plans, it would have to be the main processing plant for the city at large, though. Not just a single sector. I have been playing as though this attack hit the primary processing plant for Tron City at large. There may be smaller ones elsewhere, but they are meant for backup or handling any overflow in demand.
