I'd like to say it's a main one, and the main/only one for the sectors it serves, but that the Grid is too huge to be served by a single plant. That allows characters to live in affected (possibly rationed, possibly blacked-out) sectors or unaffected sectors, as their muns choose. Big enough to affect a significant area and make Clu's point, though. Does that sound good?
